European Economic Area (EEA) Grants 2009-2014

In the period 2009-14, the EEA Grants support 86 programmes in 15 countries in Europe.


The EEA Grants are jointly financed by Iceland, Liechtenstein and Norway. The three countries contribute to the grant scheme according to their size and economic wealth. Of the €988.5 million set aside for the 2009-14 period, Norway represents around 94%, Iceland close to 5% and Liechtenstein just over 1%

Estonia receives altogether 21,275 million Euros as a grant from Iceland, Liechtenstein and Norway during financing period 2009-2014. From this sum 6,9 million Euros is dedicated for the implementation of the environmental projects.

Environmental programme “Integrated marine and inland water management”


The programme „Integrated marine and inland water management“ is implemented in cooperation with the donor programme partner The Norwegian Environment Agency. The Norwegian Environment Agency is dealing with nature management and pollution control. Their functions are to monitor the state of the environment, convey environment-related information, exercise authority, oversee and guide regional and municipal authorities, collaborate with the authorities of relevant sectors, act as an expert advisor, and assist in international environmental efforts. The objective of the programme is to support the achievement of the good status of the Estonian marine and inland water quality. As a result of the pre-defined projects (marked violet on the scheme) the programme of measures for Estonian marine areas, proposal for national climate change adaptation strategy and datamodelling system for Estonian water information will be developed and also the quality and availability of the spatial data will be improved. The open calls of the programme (marked blue on the scheme) will finance the protection of the water species and habitats, development of the ecosystem services, focused seabed studies and identification of national measures for adaptation.

The overall budget of the programme is 7 615 053 Euros, from which the grant is 6 900 000 Euros and Estonian programme level co-financing is 715 053 Euros. The programmes budget is divided between projects (7 354 051 Euros), management costs (146 776 Euro) and fund for development of the bilateral relations (114 226 Euros).

The content of the pre-defined projects was agreed during the preparation of the programme. The programme agreement (link) includes the name, project promoter, donor project partner, budget, grant rate and short description of the pre-defined project.

Open call III for programme "Integrated marine and inland water management"

 

The open call to finance projects, which contribute to the draft of Estonian National Climate Change Adaptation Strategy and Action Plan with the climate change impact and vulnerabilty assessments as well as suitable adaptation options in the context of priority sectors is open.

The project applications, which obey the rules of the „Conditions and procedure for the awarding and use of grants for open call of the EEA Financial Mechanism 2009-2014 programme "Integrated marine and inland water management"" have to be submitted to the e-mail address taotlus@envir.ee  at latest on October13  2014 at 17.00 according to the Estonian time.

Conditions and procedure for the awarding and use of grants regulates:

  • Supported activities (point 4);
  • Eligibility period of a project and project grant rate (points 5 and 8);
  • Eligibility period of a project is specified in the Project Contract and it will start from the date of the decision of the Progrqamme Operator on the project application. Eligibility period of a project will end on the date specified in the Project Contract. Eligibility period of a project may not end later than August 31, 2015.
  • Co-financing rate of a project is at least 10% for applicants who are non-governmental organizations and for other applicants 15%.
  • Eligible and non-eligible expenditures (points 6 and 7);
  • Requirements set to the project applicant, project partner and application (points 9 and 10);
  • Processing of applications (point 11);
  • Processing of applications comprises:

1)      registration of the project application;

2)      verifying of compliance of the project applicant, Project Partner and the project application;

3)      assessment of project applications;

4)      conclusion of Project Contract or decision to not finance the project.

  • Procedure for assessment of the project application and criteria for assessment (points 12 and 13);
  • In order to rank the eligible project applications at least two experts independent from the Programme Operator will assess the applications on the basis of assessment criteria specified in point 13 of these programme conditions. If the assessment of two experts vary by more than 30%, a third expert will also assess the application.
  • The Selection Committee will analyze the scores given by experts and will make a proposal to the Programme Operator for financing or not financing the project.
  • Decision to finance or not finance a project application (point 14);
  • Obligations of the Project Promoter (point 15);
  • Payments of project grant and usage reports (point 16);
  • Amendment of Project Contract (point 17);
  • Complaint proceedings (point 18);
  • Form of the project application (annex 1).

The Ministry of the Environment will organize information days to introduce the conditions and procedure for the awarding and use of grants in Tallinn on the 10th of September 2014 and in Tartu on the 19th of September 2014.
